Policy Statement

INTRODUCTORY NOTE

This compilation includes the treaties and agreements between the United States and the Blackfeet Tribe. It also includes the acts of Congress and the Executive Orders of the President which particularly affect the Blackfeet Tribe. It does not include many other acts which apply generally to all Indian tribes. Such general acts one may find summarized in the Handbook of Federal Indian Law, prepared by Felix S. Cohen, or in the two brief but valuable pamphlets, The Indian and the Law; prepared by Theodore H. Haas, the Chief Counsel of the Bureau of Indian Affairs. The Handbook is now out of print, but copies of the smaller pamphlets can be obtained from the Bureau of Indian Affairs.
The present compilation of Blackfeet treaties, agreements, statutes and orders was prepared at the direction of the Blackfeet Tribal Business Council. It is the hope of the Council that this compilation may be studied by all members of the Tribe. Only if the Blackfeet Indians know their legal rights will they be able to protect these rights. Only if the Blackfeet Indians know of the wrongs and mistakes of past years will they be able to correct them and to avoid repeating them in years to come. The Blackfeet Tribal Business Council and the Blackfeet Tribal Attorney have worked together, as servants of the Blackfeet Tribe, to prepare this compilation as a tool for building a better Blackfeet future. What use is to be made of this tool rests with the Blackfeet People.
